Description:
This position serves as coordinator of and statistical consultant to the State Systems Development Initiative (SSDI) grant.  The purpose of the SSDI grant is to develop and expand state-level maternal and child health data capacity by using and/or incorporating linked health-related data in the assessment of the MCH population.  The data systems to be included under SSDI are infant death records; MCH surveillance data (i.e., Pregnancy Risk Assessment Monitoring System and The Oklahoma Toddler Survey); state registry and client encounter data such as newborn screening and Women, Infants and Children Nutrition Program; Medicaid data; and other OSDH databases containing service delivery information on the MCH population.  The position is responsible for producing findings from the analyses and interpreting results for agency and program review, priority setting, and outcomes evaluation.  The SSDI position plays a lead role in the completion of the MCH Title V Block Grant and the Title V 5-Year Needs Assessment.

Duties include, but are not limited to:

- Assure all analytic requirements of the SSDI grant are met according to guidelines established in the federally funded and approved grant;
- Coordinate and implement a plan to analyze datasets as set out in the grant;
- Provide and facilitate multiple inter-agency collaboration to develop data outcomes from the analyses of datasets;
- Serve as a consultant and maintain routine communication with partners who produce for analyses matched/linked datasets, including OSDH Health Care Information, Oklahoma Health Care Authority, Oklahoma Department of Human Services, and other internal OSDH partners;
- Serve as a consultant to assure that MCH data needs are integrated into the matching/linking processes of the MCH data partners as linked datasets are created;
- Perform complex statistical analyses of multi-linked datasets;
- Prepare conclusions of analytic results for use in agency and program planning, including policy, written reports, presentations, and papers;
- Collect the necessary data and summarize data findings for input into the MCH Title V Block Grant, the Title V Information System (TVIS), the Title V 5-Year Needs Assessment, and annual updates to the Title V Needs Assessment;
- Participate in planning discussions that address setting annual performance objectives for Title V, StepUP, and Oklahoma Health Improvement Plan performance measures.

Education and Work Experience:
Requirements consist of a master's degree in biostatistics, statistics, or a closely related field with a minimum of 15 graduate hours of statistics coursework that includes at least six hours of statistical theory; a minimum of nine graduate hours of epidemiology also required.  Three years work experience in applying statistical methods and tests in a public maternal and child health setting is preferred.

Knowledge, Skills and Abilities: 
A qualified candidate must have strong experience in the use of statistical analysis methodologies and understand the appropriate analytic techniques to be used with the data being analyzed; must be well-grounded in the knowledge of the complexities of variables contained by the linked datasets, including diverse data structures and variable definitions; and should have demonstrated skills in the use of SAS, SUDAAN, and other statistical analysis software as needed to perform grant analysis activities.  Requirements consist of the ability to design and conduct studies of compiled public health data; to determine the proper statistical methods to be used to evaluate and interpret results; demonstrate the ability to interpret conclusions of analysis; to share results in a manner appropriate for the audience using the information; and a basic understanding of matching/linking methodologies in order to advise on data issues as they pertain to MCH interests in the matching/linking process.  A qualified candidate should have ability to prepare reports, including statistical outcomes, charts, or other graphic displays of data, the ability to catalog and maintain electronic records and the documentation necessary to detail the considerations and steps made in the analysis of project data.  Candidate must possess the personal/social skills to lead diverse work teams and to collaborate with partners.
