Description:

This position will provide assistance to the Deputy Commissioner of Community and Family Health services in providing direction and consultation to professional and support staff in the delivery of multiple complex programs and agency services on a statewide basis. 

 

Duties include, but are not limited to:

This position will be expected to actively direct and coordinate, collaborate and consult with program service chiefs, program directors and staff in order to provide direction and guidance for program service delivery in local health department agencies.  Will review relevant budgetary and statistical reports, analyze findings and made recommendations for program delivery adjustments.  Will review statewide staffing patterns, administrative audits, program activities and other information to evaluate program effectiveness.  Will provide consultation and make recommendations to program directors regarding the delivery of services and the operations of local units.  Also provides consultation to governmental, and community partners in order to improve access to care and improve the health of Oklahomans.  Will review policies and procedure and participate in policy development.  Will participate in quality improvement activities including performance management.  Will provide consultation to program chiefs and county administrators for the purpose of achieving PHAB Accreditation.  Provides consultation to program chiefs regarding the grant development, submission and implementation.  Will participate in personnel activities including recruitment, hiring, discipline and terminations.  Will represent the Deputy Commissioner in his/her absence as needed.

 

Education and Work Experience:

Minimal Requirements:  Master's degree and five years of professional supervisory, managerial, consultative or administrative experience in public health administration.

 

Knowledge, Skills and Abilities: 

Knowledge of federal and state laws and regulations relating to health administration; of the principles, methods and practices of various programs being administered in the county health departments; of the organization, development and administration of the programs for which responsibility is assigned; grant development and submission process; and of supervisory principles and practices.  Ability is required to plan, coordinate and evaluate the activities of multiple work units and divisions engaged in a broad range of functions; to establish and maintain effective working relationships with others; to communicate effectively, both orally and in writing; and to interpret, analyze and resolve highly complex administrative and personnel problems.  Must have ability to communicate management goals to staff and public.

 

Other:

Position requires possible response to public health emergencies including, but not limited to, natural disasters, disease outbreaks, or catastrophic events.   The Oklahoma State Department of Health is tobacco free.  Employees are prohibited from using tobacco products throughout all indoor and outdoor areas of premises under the control of the Oklahoma State Department of Health, in all vehicles on those premises, and in state vehicles in use for OSDH business anywhere.  Applicants may be subject to a background check.
