$2,346.35 biweekly (based on education and experience)

Description:
This position serves as the agency expert consultant to ensure compliance with state and federal requirements relating to the licensure, survey and certification of hospitals, surgical centers, clinical laboratories and other medical facilities. The position consults on the formulation of policies, procedures and standards for the Facility Services Division (FSD); coordindates activities within FSD and with other Department programs and outside agencies (ODMHSAS and CMS/DHHS); Advises program management and senior leadership on administrative and operational issues and changes, and directs responses to problem situations; Consults on the administration and enforcement of laws and rules for FSD; Consults on development and administration of operating budgets and allocation of funding, staffing and other resources to meet mandates; Supervises professional staff members and consults on the development and implementation of education/training for staff, the public and licensed entities; Consults on the development of rules, makes presentations to senior leadership and the State Board of Health, and participates in periodic reviews of laws to ensure that public health goals and objectives are being met; Consults on the development and implementation of methods to ensure quality and consistent delivery services; Serves as a leader in the development of quality improvement and performance management projects for FSD and in collaboration with other inspection and investigation programs in the Oklahoma State Department of Health.

Education and Work Experience:
A master’s degree and three years of professional supervisory, managerial, consultative or administrative experience in public health, public administration, or health care administration, or an equivalent combination of education and experience, substituting one year of professional experience for each year of required education. No substitution is allowed for the required professional experience.

Knowledge Skills and Abilities:
The KSAs required include knowledge of OSDH agency policies and procedures related to FSD; knowledge of state and federal laws and rules for FSD programs in order to provide expert consultation; and the ability to plan, coordinate and evaluate the activities of the program areas, and of supervisory principles and practices. Also required is the ability to interpret and apply policy to the programs within FSD; the ability to communicate effectively, both orally and in writing; and to supervise and evaluate personnel and program performance. Ability is required to analyze and solve complex and difficult problems of organization and management; to present current, concise and up-to-date information concerning the FSD programs.

Other:
Position requires possible response to public health emergencies including, but not limited to, natural disasters, disease outbreaks, or catastrophic events. The Oklahoma State Department of Health is tobacco free.  Employees are prohibited from using tobacco products throughout all indoor and outdoor areas of premises under the control of the Oklahoma State Department of Health, in all vehicles on those premises, and in state vehicles in use for OSDH business anywhere.  Applicants may be subject to a background check.
