Principal Job Duties:

Supervision and oversight of the Grants Reporting division and staff of five accountants.  Responsibilities include reviewing Federal funding draw requests, financial status reports, cash and expenditure projections, and applications and awards of grants and contracts. Additional duties include review and oversight of the completions of the agency Comprehensive Annual Financial Report (CAFR), and the negotiation of the annual Indirect Cost agreement. Agency currently handles in excess of 75 federal grants and contracts with a current budget totaling over $200 Million. Additional responsibilities include establishing goals and priorities, assessing staffing needs, and maintaining, reviewing, and revising as needed division's processes and procedures. Serves as contact with Federal Grants Management Staff and other contracting partners, as well as auditors (internal, State, and Federal). Provides support, expertise, and general assistance to senior financial managers of the Health Department.

This position will be filled as a Level I only, at a salary of $1,191.50, the exception to this salary will be in accordance with Merit Rule 530:10-7-14.

 

This position is supported with federal dollars awarded through the Special Supplemental Nutrition Program for Women, Infants and Children (WIC Program).  The WIC Program manages a total budget of approximately $97 million including food funds, rebates and administrative funds. This position is critical to the mandated delivery of nutrition education and program operations services activities and projects. This position initiates Nutrition Service and Program Operations correspondence requiring knowledge of agency and program procedures and policies including Nutrition Education Plan and Clinic Review management and tracking; the Certified WIC Nutrition Technician training processing and certification; record maintenance, report preparation; advise internal and external staff on program rules and regulations; and develop and maintain confidential and complex files. This position is critical in providing support to the Breastfeeding Task Force, Coalition of Oklahoma Breastfeeding Advocates (COBA), WIC Program Funding Committee Conference Calls (national level), the new WIC Food Package Implementation and EBT. This position is the dedicated FTE to provide support for Nutrition Services and Program Operations. Duties at this level cannot be reassigned to other WIC staff. This position requires job-related travel.

This position is responsible for conducting HIV/AIDS surveillance activities.  Duties include analyzing HIV/AIDS data, writing fact sheets for HIV infection, processing data for health departments, providers, students, community based organizations (CBOs) and others. Duties include Public Health Investigation and Disease Detection of Oklahoma (PHIDDO) importing of Electronic Laboratory Reports (ELRs) to eHARS, assisting in writing grants, submitting monthly reports to CDC, writing the Epidemiologic Profile, record searching client information from requests received from out-of-state health departments, providing statistical data for the Infectious Disease Annual Summary, and answering questions about HIV infections (e.g. reporting issues, exposure issues, provider referrals, legal issues, etc). This position also serves as the state’s Routine Interstate Duplicate Review (RIDR) contact

Description:
The Oklahoma State Department of Health (OSDH) is recruiting to fill a position in our Public Health Laboratory Service as Laboratory Director.  This position will oversee over 45 Laboratory Scientists and support staff in a high complexity laboratory where approximately 500,000 samples are tested annually using a variety of chemical, microbiological and molecular testing procedures and state-of-the-art equipment.  This position participates in strategic planning, training and customer support of activities of comprehensive statewide public health laboratory systems.  This position also provides scientific expertise and guidance to the laboratory community and to programs administered by the Oklahoma State Department of Health.

This position is required to maintain federal CLIA licensure for a high complexity laboratory.

Duties include, but are not limited to:

-Participating in strategic planning, training and customer support activities.
-Maintaining CLIA compliance for both the state public health laboratory and local health departments.
-Participating in legislative initiatives.
-Having a working knowledge of the working relationship between federal public health organizations and state health departments, and general liaison with other state health departments for public health related issues including bioterrorism. 

Education and Work Experience:
Requirements consist of an earned doctoral degree in chemical, physical, biological, clinical, or public health laboratory science from an accredited institution.  Must be board certified as a high complexity laboratory director as defined in the Clinical Laboratory Improvement Act (CLIA) '88.  Successful candidate must have been employed in a responsible management position involving the supervision of a laboratory staff engaged in medical, serological, and chemical analyses; or, doctor of medicine or osteopathy licensed to practice medicine or osteopathy in the state in which the laboratory is located, and certified in pathology; or, doctor of medicine or osteopathy, licensed to practice medicine or osteopathy in the state in which the laboratory is located, one year of laboratory training, and two years experience directing or supervising in high complexity testing. 

Knowledge, Skills and Abilities:
This position must meet federal CLIA personnel requirements which specifies knowledge of clinical microbiology, chemistry, immunology, epidemiology, parasitology, virology, and current standards of laboratory practice including safety standards.  Administrative skills include personnel management, problem-solving, oral and written communication, and analytical methods.

Description:

The Oklahoma State Department of Health (OSDH) is recruiting to fill a position in the Emergency Preparedness and Response Service (EPRS). This position serves as the Regional Public Health Response Nurse for Homeland Security Region 3 (Southwest Oklahoma). This person is part of a regional team (up to three members) responsible for the enhancement of public health preparedness and response through development and exercise of plans, evaluation of existing systems, and assistance to local health organizations developing various types of integrated response plans in a multi-county region. In addition, this position receives administrative supervision from the Western District Coordinator and must work closely with local county health department administrators and subject-matter experts (emergency management, acute disease, nursing, immunization). Duty station will be located within Homeland Security Region 3 and will be determined upon hiring.

 

Duties include, but are not limited to:

·         Serving as part of the regional team (up to three members) for Emergency Preparedness and Response.

·         Serving as an integral team member charged to respond to public health emergencies (including but not limited to terrorist events, natural disasters or disease outbreaks) anywhere in the state or the nation (when requested).

·         Assisting in planning, developing, delivering and evaluating preparedness and response training (including but not limited to incident command system, emergency management, mass medication sites, emergency responses, and development of emergency response plans) in cooperation with central office and the respective county health department administrator(s).

·         Assisting in the planning, conduct and evaluation of exercise (working closely with the Drill and Exercise Coordinator) to assist local jurisdictions in emergency planning and management in response to any disaster and/or manmade emergencies.

·         Assisting in organizing, planning, revising, and updating city, county, and state Emergency Operations Plans (EOPs) for public health and medical disaster response.

·         Assisting local communities in planning, organizing, and coordinating programs related to disaster recovery operations that involve a public health and medical response.

·         Preparing written and verbal reports relating to preparedness activities within the region.

·         Maintaining up-to-date reference file of information, including local official contact information, pertaining to public health response plans and policies for the region.

·         Attending all required meetings (local, regional, state and national).

 

Education and Work Experience:

Requirements consist of possession of a valid permanent Oklahoma license as a Registered Nurse, as approved by the Oklahoma Board of Nursing.

 

Knowledge, Skills, and Abilities:

Requirements consist of demonstrable knowledge and understanding of functions and operations of the local public health system; of state, federal, military, and/or civilian emergency response resources, or local and county concerns in emergency planning; and of principles and practices for effective supervision, program planning and project implementation. Serving on and leading a regional response team is a must as is knowledge of and experience with NIMS/ICS. Requirements also consist of demonstrable computer proficiency in Microsoft Word, Access, Excel, and PowerPoint. Ability to communicate and direct emergency response and planning activities as a project or team leader; to coordinate with multiple jurisdictions on a statewide basis, evaluate emergency situations, adopt effective courses of action, and analyze and communicate emergency response advice to local officials; to establish and maintain effective working relationships including health department administrators, emergency managers, law enforcement officials, and local government officers and officials; to assemble, summarize, interpret and present complex information to professional and lay audiences; to work independently as well as part of a team; to prioritize duties to ensure proper initiation, completion and delivery of excellent work projects; to work on multiple projects simultaneously; to exercise sound judgment; to work discreetly and maintain confidentiality; and to maintain fitness for duty.

 

Note:

Travel is required (up to 70% of the time). Flexibility (work schedule, fast-paced duties, and short deadlines) and dependable attendance are essential functions of this position. Position will be housed in the Southwest Region and will be a member of a Public Health Response Team. Candidate must live within 30 minutes of home base office.

Description:

This position provides consultation and technical assistance to local grantees implementing comprehensive community-based tobacco control programs and strategies on the youth component in relation to the comprehensive tobacco control programs; responsible for assuring successful coordination of all activities related to the Students Working Against Tobacco (SWAT) and other designated youth programs including day-to-day oversight of all related current and proposed programmatic and grantee activities; conducts or facilitates the presentation of training for state and local youth and SWAT adult facilitators; provides day-to-day technical assistance to local grantees related to youth development; conducts or participates in grantee site visits; assist in the development and implementation of grantee strategic plans, facilitate linkages between statewide partners and community grantees to help assure that the comprehensive tobacco use prevention and cessation needs of all grantee service areas or populations are addressed effectively and related activities as needed.

 

Duties include, but are not limited to:

·         Reviewing and offering input on grantee program work plans and budgets.

·         Organizing meetings to provide consultation and technical assistance including work plans, budget clarifications, and reverse site visits with local grantees and in collaboration with state staff and partners.

·         Providing program consultation, technical assistance, and training to grantee program coordinators and other staff and contractors on the operation of SWAT goals and objectives.

·         Assisting local grantees in the hiring and interviewing process for local staff that will initiate youth programming as requested.

·         Collaborating with state program consultants in the review of curricula requests, and health communications requests related to youth activities.

·         Receiving and fulfilling requests for information and materials.

·         Tracking communications with grantees.

·         Managing program files needed for documentation and reporting.

·         Overseeing the SWAT website in collaboration with partners.

·         Organizing and overseeing state level SWAT events including the convening of youth project committees.

·         Preparing technical reports and participating in grant writing activities as requested.

·         Participating in monthly and weekly meetings.

·         Travel, typically two to three times per month on average to conferences, training, meetings, grantee field and site visits, and may increase during grantee site visits or specific consultation and technical assistance needs as determined.

 

Education and Work Experience:

Master’s degree and one year of professional supervisory, managerial, consultative or administrative experience in public health administration, community-based prevention programs, or equivalent combination of education and experience, substituting one year of professional level experience in the above listed areas for each year of the required education.

This position requires the ability to critically analyze local communities and service areas to determine training and consultation needs; ability to develop and make effective oral presentations; to communicate effectively both orally and in writing; to assist in the coordination of workshops and trainings for adults and youth and to work as a team player. Knowledge of public health principles and practices; of group organization and leadership; tobacco industry strategies, tobacco control programs, laws and/or policies, and adult and youth empowerment methods. ·       Consulting with partners to monitor, measure, and report the health care status of Oklahoma, as well as the utilization, costs and quality of health care systems.

·       Providing public presentations of data in various settings.

Requirements consist of a thorough knowledge of appropriate and current assessment and analytic techniques; of medical and public health terminology; and of socio-demographic conditions.
